Been seeing some sites that are building with 404s from the index. Only reasoning @LtSquigs and I had was that they are hitting the theme or form builder pages from live (which they could do if no content types exist).
In the live cms when no content types exist we should send them to a unique page with some copy about working locally. It should be under /wh/ so they still have the left side menu to access billing...etc.
