As a user I'd like to receive notifications from apps

As a developer I'd like to be able to send notifications to the homescreen from my app

Ben states: "Not sure if this should be implemented as part of the browser chrome or as a widget. Perhaps what is needed is a generic notification system, like the notification icons you see on Android"

Yes this would use the Notifications API like Gaia does.

Changing title accordingly and marking as epic because this will need breaking down further.
