Location requirement does not work, maybe others too? #73

Though I set for a batch the location to "DE" we got workers who could not speak German. When I tried the same in the Amazon web interface, it worked. I also checked the batch information via the API, and it listed no qualifications (not even the approval rate and the minimum hits that I set).

I used the frontend version 2.1.4 for (as far as I know) creating new batches does not work in 2.1.5.

Does this affect all of MTurk usage currently? Or just the newest version.

This seems like a critical bug.
