One artifact per theme2 #7

New PR to propose one webjar per theme. We keep the original all-in-one webjar as a submodule. I reduced the noise and changed nothing else. @jamesward I let you judge about the release number to use (the upstream lib - 3.0.3-1 - didn't change, it's only the webjar packaging which is adding additional webjars).

@jamesward I can see the merge and the release (thx a lot) but artifacts aren't in central. Do you have an issue with central rsync ? Cheers

My bad. I forgot to actually push these to Central. They should be there in a few hours.
