Webjars-locator and -core running behind #58

Is there any specific reason these two dependencies are set on pretty old versions? Both of them have a latest version of 0.28 and a few fixes I'm interested in, and it seems to me webjars-play is due for a dependency version bump.

You should be able to override those dependencies to upgrade them. But you are right that a new release would be good. I'll do that shortly.
