Spira Prime and Hikou Prime

I'm a bit confused here. Why is Spira Prime classified as a Critical/Status weapon, and Hikou Prime as a Raw Damage weapon, when Hikou Prime has both a significantly higher fire rate and status chance?

The higher fire rate on Hikou Prime makes it better to focus building to increase raw damage while passively using the inherent status chance. High fire rate and status chance can only really be used one way or another; you can't stack most status procs so there's no reason to build towards procing quickly when the weapon fires so quickly
