减少重复代码和排除一些命令 #18

  1. 重命名 PharPackCommand.php 为 BuildPharCommand.php
  2. 打包生成的 phar 和 bin 文件是面向生产环境的，有些命令没有任何意义，执行的话甚至会出错，需要排除在外
  3. 暂时保留 phar:pack 命令，下个版本再取消
