GET /proxy/list #65

Hi

Would be nice to have a API call ( GET /proxy/list ) for getting the list of all proxies available [{'port' :9091}, {'port' :9092}... ] so that in the creation process of a proxy on the same port it's easier to program a failure Is anything planned related to this?
