No zoom controls for some PDF files #238

Some PDF files do not get zoom controls (plus and minus buttons in the bottom bar). Some do.

This file is affected with ViewerJS 0.5.8. The issue is also visible on the example page. The last example cannot be zoomed.

There are no errors in the browser console. This happens in both Google Chrome and Mozilla Firefox 54.

How can we fix this in local.css display and visibility not work for the zoom id
