Is it possible to use external URLs to load PDFs?

In general: yes.

it will require headers allowing cross-site requests
it will require small changes to the ViewerPlugin API in WebODF upstream project

Questions is answered, in current ViewerJS external urls are working (depending on proper CORS setup, which is outside the scope of ViewerJS). So closing this issue.
