Trying to run through Apache Tomcat #2

Hi, I wanted to test out Viewer.JS but I am having a bit of trouble. I am trying to run an HTML in the webapps folder of Apache Tomcat. I placed the ViewerJS there but it won't let me open up the PDF file. tomcat1 tomcat2
