I added a debugger in postcss-loader and checked what "this" value was, Here's an image:

You need webpack@5
to use the latest version, please read CHANGELOG before updating, it is good practice, also do not ignore messages (i.e. warnings) from your package manager (it should say about problems with peer deps)
Sorry! I thought I read most changelogs of all the things I upgraded, but missed that. I think 5.0.0 got released between when I read the changelog and actually upgraded with npm-check-updates.
Sadly I have a huge amount of warnings, but I have to live with them because I must have both react and angular 1.3.4 coexisting in the same project, at least until the migration to react is ready. I'll try to re-check changelogs before reporting issues in the future.

How Do We Reproduce?
It seems pretty difficult to create a test repository, since I believe it is related to some of my angularjs dependencies and outdated loader-utils could be causing this. (we are migrating to react, so both apps cohexist). Is it possible that the wrong version of loader-utils is loaded?
