For reference, there is actually a point to that listing that has little to do with contributors.
One of the rules that come along with being in the JS Foundation, your lib owners need to be clearly visible the community so they know who the responsible parties are thus easier to contact if need be.
That said, the way we approach it with a lib that has a / multiple lead maintainers they are listed first & the blanks are filled in by the webpack-contrib owners. i.e. myself, Juho, Sean up to a total maximum of 5 in that table
