Added preliminary HTTPS support to the Skin. #9

Converted the various hRef values to be scheme/protocol agnostic (// instead of http://), so that when served from HTTPS, they would lead to HTTPS. This would solve the unstyled content issue that https://docs.webplatform.org experiences due to the insecure resource blockage employed by modern browsers.

Hi. I'm sorry, we can't just change the frontend and hope for the best. It won't work. See the answer I gave about it on the public-webplatform mailing list.. I'll hold this PR for a while.

I'll close that PR. I can't change everywhere without breaking our servers for now.
