[Feature]: Show language switcher #2119

What change would you like to see?

The language picker should be shown if there are more than one translations in Browsertrix.

Context

The feature should be mostly complete but commented out, we should uncomment the dropdown and test it out.

@Shrinks99 you mentioned adding this to user account settings instead, do you want to add more details regarding that here?

Sure. Mostly my thinking is that the user's language setting isn't something that will likely be changed often and that, as an account-wide setting, the account settings section would be the place for it to go. We should probaby also show it on first time signup, though we may want to wait until more translations are available for that.
