feat: Add details on translation status #2139

Resolves https://github.com/webrecorder/browsertrix/issues/2136

Changes

Hides language dropdown from log in page if there's less than 2 languages specified in translatedLocales
Updates user language preference beta badge text
Adds link to translation contribution docs
Refactors component name

We should add browser preferred languages to the list in order to support https://github.com/webrecorder/browsertrix/issues/2143

It occurs to me... As sparkles have been completely co-opted by AI, maybe we should use the flask icons instead? These were supposed to be in Bootstrap 1.11 but never actually got added :\

I can commit them to this branch under our custom icons for now?
