The current specification needs to be reformatted and submitted as a draft to the IETF. We can probably use Markdown with their existing tools.

This was put on hold, since the current plan is to create multiple interlocking specifications and publish them on the web. Perhaps we will want to register the application/wacz media-type at some point, or convert some of the specs into IETF drafts at some point in the future.
