Add use cases document #68

Should start a specific section describing various use cases for WACZ

Perhaps we make it a separate repo even, or track on here with issues and a label?

I like the idea of having the use case document live here in this repository with the spec, but be a separate document like https://www.w3.org/TR/did-use-cases/

Once we've entered the use cases we have as issues, and collected new ones, we can then pull them out into a Use Cases document.
