Uploaded CSV missing postcodes #130

This was working fine on an older version of this module.

When I upload a csv file, it seems to only store a few of the postcodes instead of all of them. It only shows 2-3 postcodes per row. I discovered this after updating the version and exporting the matrixrates file. matrixrates -- upload.csv matrixrates -- after export.csv
