Description

Build WebSight CMS Starter image with a single Dockerfile.

Motivation and Context

Get rid of duplicated CMS Dockerfiles
Remove unused Nginx image

Upgrade notes (if appropriate)

Stop using deprecated websight-nginx-starter in your project.
