The CMS Starter image should be released only to GCP Artifact Registry.

Motivation and Context

Unify all dependencies to the GCP infrastructure.

[ ] New feature (non-breaking change which adds functionality) labeled with enhancement
[x] Breaking change (fix or feature that would cause existing functionality to not work as expected)
