Updating to Github API v3 #21

Based on #19 patch by @yipdw, but with handling for tags.

I've merged pull request into my master (https://github.com/nphase/knife-github-cookbooks) which is what rubygems.org is pointing to as of today. update/cleanup your gem and things should be good to go.

@nphase: Thanks for doing that. I've updated my repositories; I'll let you know on your fork if any issues crop up.
