Access locales from url within slots #4166

As a builder, I need to be able to use the language parameter from url inside slots, because multilingual sites need to reuse the same menu/footer on all pages, while these also need to be localized.

We missed this limitation early on and didn't realize this is going to be crucial for achieving multilingual sites.
