Topbar z-index clipping above dialog #66

Describe the bug On small screens the top bar can clip above dialogs.

To Reproduce Steps to reproduce the behavior:

  1. Use 13" screen
  2. Open Dialog to add a local package
  3. Top bar overlays dialog
