Decrease Connection timeout while connecting to the server #2120

An user has asked for an option to lower the connection timeout when some of the remote servers will not be available in a specific network or when not connected to the VPN.

Another user experienced basically thh same issue with PAM SSO sometimes being slower the "session restore" timeout like this in ticket 92739 "We are using SSO to integrate MySQL logins with Active Directory...When opening Yog after it being closed for a while (such as overnight), the restoration of the session will fail, due to SSO taking about 10 seconds to complete each connection."

Another user report for the same issue where the SSH connection timed out message pops-up repeatedly when the VPN is disconnected and therefore SQLyog is unable to reconnect.
