NOTE: Do not squash commits to keep the .git-blame-ignore-refs hashes working.

Contains:

Add .editorconfig
Add Ruff and Ruff config in .pyproject.toml
Add pre-commit hooks for Ruff linter and formatter
Run pre-commit hooks on all files
Manually fix linter errors that were not automatically handled
