setup nextjs #1

I'll take this one and setup the frontend environment

I think it's worth swaping nextjs out for https://github.com/blitz-js/blitz - a "rails-like" framework based on nextjs - but with lots of features other built-in: auth, db management, etc. Should be a pretty easy thing to do, and straightforward, so in case it doesn't turn out well, we'll just revert back to nextjs
