[x] Oversampling minority and undersampling majority to even (test a variety of sizes)
[ ] Oversampling as above, but weight to maintain an even geographic site class distributions
[ ] Synthesize a GAN to generate new data with noise

Resampling seems to work well, closing to focus on other priorities
