organize functions in pkgdown ref? #122

LDATS has a lot of functions, and they are currently organized alphabetically on the pkgdown reference page

Creating a yml config can help to organize the functions - the hierarchy in the codebase vignette is a good start for doing this.

pkgdown docs on this aspect of the yml config
