Cache on hipergator #30

"All targets are already up to date" when cache is empty.

I got the pipeline to run in parallel on hpg once I deleted the cache & cache log files from the drake directory on orange. (clean and clean(garbage_collection = T) did not help.)

rmd: see if this persists after parallel run finishes, git push/pull
