Store intermediate build files in version control to support binder experimentation #13

It would be nice to allow high-level experimenting in binder. The computer requirements are way to high to run the entire process, so storing the intermediate state files (e.g., forecast.rds, gbm_TRUE.rds) will allow higher level experimentation. I think we should be good on size, but we should check.

bbs_data.csv and bbsforecasting.sqlite are both > 100 MB uncompressed, which will prevent us putting them in git.
