update from portalcasting, streamlining codebase #269

replaced full_path with normalized_file_path, a more flexible and generalized function that is aligned with typical declaration of file structure left to right large to small

streamlined interactions with github and zenodo for the data, (e.g. taking advantage of the latest page for github api) allowing for removal of get_data_versions as a needed function as well as its sub functions, so they have been pulled.

tidied some documentation files, condensing some things in the rodent data help files specifically

removing dependency on gh

the data cleaning aspects are now in PortalData might make sense to close this PR and start anew with other changes
