Add page on why and how to use headings #12

The 'how to' currently only includes Google Docs since that's our primary writing environment.

would it be useful to mention:

  1. that a good way to keep track of the headings is to keep the document outline panel open? (just to check that your header should be at 4 not 3 or something)
  2. how you can use headings to direct folks to specific sections of the document you want them to look at by sending them the heading-specific link?
