rp_getvehicles_sv can be used to crash the server

I'm not sure why you have rp_getvehicles_sv in addition to rp_getvehicles, but 
rp_getvehicles_sv is capable of crashing the server if a player spams. I am 
sure this is the case because the console log is spammed by the available 
vehicles like this:

Because the normal rp_getvehicles is clientside, it doesn't give the vehicles 
on the server.

I think make rp_getvehicles_sv admin only.
