Add a "Typing.." and "Talking.." feature. #484

I've been unsuccessful in getting this feature working, and since it really 
would help out when RP'ing, I think it should be added.

I'm talking about a DrawPlayerInfo function. Everytime someone is typing in 
chat, there should be a "Talking..." above their head. Also, when they type //, 
[[ or .//, it should say "Typing...". 
Kinda like in gamemodes like HL2RP.

You mean like the little speaker symbol that appear when a player uses their 
mic, except for typing too?

It's ok. I have a Lua god somewhere in my friendslist, will ask him. Shall post
