Only Super-Admin's Can Spawn Weapons From Q Menu. #892

What is the problem?
I was realizing that my admins on my server cant spawn weapons from the Q menu, 
only super admins can. I'm sure this was intentional, but is there a way that i 
could change it for my admins.(i know that they can spawn from the fadmin menu 
but you have to go out of your way to do so.)

What steps will reproduce the problem?
Setting access of the user to Admin and attempting to spawn any weapon with the 
built in menu with garrys mod.(Press And Hold Q)

Do you have any errors? serverside or clientside? If you do, which ones?
I guess this wouldnt really be considered an error because it is coded to say 
this, but when spawning the weapon as admin, you get the hint: "No Access!"

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?

the command is something like rp_adminsweps or rp_adminsweapons. set it to 1 
instead of two. That should solve your problem.
