DarkRP still charges players for models even if they are blocked by FPP. #914

What is the problem?
If DarkRP is set to cost players money for spawning props, and a player tries 
to spawn a blocked model, they are charged for it even though it is not spawned.

What steps will reproduce the problem?
Block a model, set a price for props, then try to spawn it. It still charges 
you.

Do you have any errors? serverside or clientside? If you do, which ones?
No.

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?
