Dropped Weapons can not be picked up by anyone #996

Whenever someone has a weapon they wanna drop for a friend, it shows the weapon 
as blocked and noone can pick it up and it must be removed with remover tool... 
We use to be able to pick up dropped weapons but now we can not and it has 
nothing to do with the settings.lua because it is set so people do NOT have to 
have a license to pick up weapons...

Any suggestions???
