As a user, I would want the footer to be distinguishable from the rest of the page, so I can easily find the information I need. see more https://trello.com/c/mLoXmDlS/406-footer-modification

Acceptance Criteria

[ ] Footer has a border at the top that separates it from the rest of the page
[ ] The content of the footer is more spread out and fills empty space on the page
