add permission request for external docked drives #196

Android 10 allows you to anchor external drives and grant permission to read their information in the applications that request it. Citra does not ask for such information, so it is not possible for me to see the ROMs stored there.

You have to access the developer options of your operating system and give permission to external drives from there. Screenshot_2021-01-09-08-48-56-838_com android settings

What version of Android do you use? Is this option available in Q?

I have Android Q (10) and yes, the option is avaiable on my system.
