Eyecare setting : no enabled option #49

There are no option on ui for enable or disable the eyecare

Now, there is no mechanism to enable or disable the Eyecare. but I have add some
other fucntion for that. 

when we start the eyecare application, we must first check current run mode is 
parent
or not. If it's, we wound launch it.

When we run in parent mode, and Eyecare application launched, it will identify
whether it's running in parent mode, if it's true, it will end directly.
