Cmd-Q doesn't quit app (Mac OS X)

What steps will reproduce the problem?
1. target cpp on mac os x.
2. run the app.
3. click on the menu just to the right of the apple menu in the menu bar at the 
top of the screen.
4. see Quit Cmd-Q
5. press Cmd-Q on the keyboard

What is the expected output?
the app should quit when the keyboard shortcut is pressed.

What do you see instead?
nothing happens.
