Depending on the difficulty it may be reasonable to also add the type of replacement, such as:
We should also ask what type of roles that are of interest to the Riksdagens öppna data.
Although adding this information might be step 2.
Another never ending discussion task on Wikipedia is "Riksdagens ställföreträdande och vice statsminister" #67 that we miss in machine readable data but is a little bit related to substitutes see comment "Regeringskansliets kommunikationsenhet"

This issue is of importance for the voting protocols project also. Another argument to try to fix this.

If I have understood it correctly, the official role of MP replacer started with the new constitution in 1974. It is important to add this metadata category to the MP database. I know that many MP replacers from this period have been given this role in Wikidata (look for the category "replaces"): https://www.wikidata.org/wiki/Q5983926. Info about replacer is found in the bio books 1971–1993/94
However, if an MP has both been a replacer and an ordinary MP I have seen several cases were these roles have been mixed up in Wikidata. This is an example: https://www.wikidata.org/wiki/Q21795365 she was first a replacer in 1988 and then ordinary MP from 1990, which Wikidata misses.
