Great work @BobBorges ! Im thinking if it might be best if Josefina and Cecilia could do this?

This sample is just to make sure that code does what we want it to do --- it will only show that we didn't add any incorrect tags, but not if there are ip debates we missed. Once we merge this, I'll make a sample --- 3 random intros/year for them to check --- that should give us a better idea of how many didn't get tagged that should have.

no protocols edited in the 1970s, which I suppose means we missed some. We'll find out soon enough.

The additional commit is all records that hasnt been sampled, right?

Exactly - sampled 50 diffs and pushed those files. After we're happy with the sample, rest of the files are pushed.
