Fix z-index of rightmost year label in publishing graph #60

At the moment it goes over the top of the tooltip, but it should go underneath it (like it does on the leftmost year).

(Or, should it go on top in both cases, given that it's in focus?)

That’s the meaning I intended: the stationary label goes underneath the moving one.
