Content API runs on Node 18, but we now aim for 20. There are some critical vulnerabilities, so hoping upgrading some packages at the same time helps with that.

Parking this to focus on DG, have talked to Agnès and we'll pair on working/reviewing this on Friday.

Pre-weekend update is that this is very close to the end, there's some work to do with terraform, which Agnès is leading at the moment, we'll catch back up on Monday for a hopeful merge.
