At one point we vendored a bunch of Terraform modules in this repo, but a lot of them are no longer in use. We can safely remove them, because we have them elsewhere (if we need them).
This is part of https://github.com/wellcomecollection/platform/issues/5557; I was looking for uses of the deprecated template provider and discovered a pile of unused code. Deleted code is debugged code!
