Build a IIIF 3 => 2.1 Converter that can produce equivalent Manifests #4501

The new DDS is natively IIIF Presentation 3 But it needs to support IIIF 2.1 for backwards compatibility.

Excluded - no AV "IxIF" pseudo-IIIF placeholders will be available from the new DDS - time-based resources will only have v3 representations.
