This is a ticket to list "wouldn't it be nice if" improvements that aren't the priority right now:

[ ] Auto-assign the pull requests to whoever wrote the scala-libs change
[ ] Close outdated pull requests if the version is bumped multiple times in quick succession
[ ] Create combined changelogs if you're bumping multiple versions at once

I'd like some targeted notification of failure of the created downstream PRs, the Slack notifications help but maybe we can do better.
