At the moment if a iiif manifest only contains restricted items then we don't show a link to the item page on the work page.
Some staff will have the necessary permissions to view restricted material, so we should provide a link to the item page for them.
~Unfortunately we can't distinguish between staff with/without permission so when staff without the necessary permissions view the item page they will see a message telling them the item is restricted.~ - we can determine which staff have the necessary permission from the use role
